Managing Principal

Gareth has been providing infrastructure advisory services in the US market since 2005 and he specializes in alternative project delivery analysis, procurement support, municipal and project financial advisory services for public sector entities. Prior to joining Sperry Capital in 2019, Gareth served as a Director in a Big Four infrastructure practice working on P3 engagements in the US.

 

Gareth’s skillset encompasses funding and financial analysis, financial modeling, and structuring, along with a deep understanding of project delivery evaluation tools and mechanisms. His expertise includes conducting project screening assessments, value-for-money analyses, risk analyses, and business case development to assist public agencies in selecting optimal delivery methods. He also has extensive experience in procurement support, offering financial and commercial insights into procurement documentation and procedures, guiding clients through bid evaluation, selection, and contracting with private sector entities.

 

Gareth has served as a commercial and financial advisor on several major infrastructure and P3 programs, including for the Texas Department of Transportation, the Virginia Department of Transportation, the State of Michigan Treasury Department P3 Program, Florida Department of Transportation, and the California High Speed Rail Authority. In addition, Gareth has also served several clients as they undergo fleet electrification, most recently supporting the Los Angeles County Metropolitan Transportation Authority with the ~$6BN program for zero-emission bus.

 

Gareth’s extensive industry experience and strategic insights enable him to deliver innovative and effective solutions to complex infrastructure challenges. His collaborative approach and dedication to client success have made him a trusted advisor to public agencies nationwide.
