James W. Martling

Jim Martling is the founding principal of Sperry Capital. Mr. Martling has over 30 years of experience in investment banking and infrastructure advisory services. Mr. Martling has served as the senior manager or financial advisor on over $40 billion of offerings for states, state agencies, local governments, transportation authorities and 501(c)(3) corporations.

Mr. Martling has developed a national reputation in providing infrastructure advisory services as well as public private partnerships (P3s) advisory services. Since 1994, Mr. Martling has been the financial advisor to the Orange County Transportation Authority (OCTA). OCTA’s purchase in 2003 of the 91 Express Lanes from a private concessionaire/operator continues to be the model for effective toll road financing based on congestion management pricing. Mr. Martling is a recognized expert in congestion management pricing and is frequently approached by rating agencies, institutional investors and academics on day-to-day applications of congestion management pricing.

Currently Mr. Martling provides P3 advisory services to Caltrans for the Presidio Parkway P3 Project. In addition, Mr. Martling has provided P3 advisory services to the Oregon Department of Transportation, the I-710 Freeway Coalition, the Port of Long Beach for the Gerald Desmond Bridge and the California High Speed Rail Authority. His clients benefit from his broad based extensive experience in all forms of infrastructure finance, from traditional public financing to the newest federally-sponsored financing tools for TIFIA loans and Private Activity Bonds (PABs).

Mr. Martling holds a B.A. degree from the University of California at Berkeley, a Master of Science and a Master of Business Administration degree from Columbia University.
